Caminhos para a modicidade tarifária nas rodovias pedagiadas no Brasil

Ao longo dos últimos anos, a malha rodoviária brasileira vem sendo submetida a um programa de privatização sob a forma de concessão de serviço público. A exploração de rodovias, pela iniciativa privada, traz como conseqüência a prática da cobrança de pedágio, como forma de remuneração dos capitais privados investidos. A despeito dos benefícios derivados dos investimentos realizados nas rodovias concedidas, o nível tarifário dos pedágios tem se mostrado, por vezes, superior à expectativa e à disponibilidade financeira dos usuários. O propósito deste artigo é introduzir a discussão sobre algumas medidas e ações passíveis de serem implementadas no sentido da redução dos valores do pedágio, no Brasil. O tema é bastante complexo e, envolvendo diferentes níveis de decisão, porém o presente texto pretende tão somente apontar caminhos viáveis à modicidade tarifária, respeitando o equilíbrio económico nos contratos já firmados e mantendo o padrão de qualidade nos serviços ofertados pelas concessionárias.
