Abstract

o presente trabalho analisa a aceitação por parte dos usuários, do Programa de Concessões Rodoviárias do Rio Grande do Sul. A análise tomou por base pesquisa de preferência declarada realizada junto a usuários das rodovias gaúchas. Foi elaborada uma metodologia que estruturou a análise do impacto causado pela adoção do pedágio na percepção dos usuários em relação a quatro atributos (qualidade do pavimento, sinalização, serviços ofertados e preço do pedágio). Os atributos foram divididos em níveis, apresentados através de fotos que sintetizavam os cenários propostos. O modelo Logit multinomial foi utilizado no processo de modelagem. A análise dos resultados indica que tanto os usuários de automóveis quanto os de caminhões atribuem ao atributo pavimento um maior valor monetário do que a sinalização e serviços. Os resultados obtidos a partir da modelagem indicam que os valores atualmente praticados são aceitáveis para os usuários de automóveis. Os modelos sugerem que valores ligeiramente superiores continuariam a ter aceitação. Os caminhões, por outro lado, estão dispostos a pagar cerca de 80% do valor praticado à época.
