Análise e proposição de custos externos de ferrovias

Esse artigo apresenta aspectos e impactos advindos das operações ferroviárias, propondo custos externos associados. Com base no conceito do Triple Bottom Line, trata-se a importância da sustentabilidade logística como premissa estratégica nas organizações. São discutidos ainda os impactos causados pela alteração de uma malha ferroviária e de que forma estes podem afetar seus stakeholders e, em especial, a comunidade lindeira. Com base nessas informações, são propostos os custos externos aplicados a ferrovias, sendo estes os custos de Acidentes, Poluição do Ar, Ruído e Valor do Tempo. Finaliza-se o trabalho com a apresentação de um estudo de caso real aplicado a uma concessionária ferroviária brasileira.

Abstract: This paper presents aspects and impacts derived from railway operations, proposing associated external costs. Based on the concept of Triple Bottom Line, the importance of sustainability as a strategic premise in organizations is shown. The impacts caused by the modification of a railway network and how they may affect the community and its stakeholders are also discussed. Afterwards, the external costs applied to railroads, which are the costs of Accidents, Climate Change, Air Pollution, Noise and Value of Time, are proposed. As a final point, a real case study illustrates the discussions made beforehand.
