Avaliação dos impactos do metrô na acessibilidade da população de baixa renda aos postos de trabalho em Fortaleza

The current transportation planning paradigm, which focus lies not only on people’s mobility but specially on their access to urban activities, is based on sustainability and equity principles aiming to reduce socio-spatial inequalities, thus fostering better quality of life and social justice. In such a decision-making context, this paper’s main objective is to assess how operational investments in Metrofor’s South and West lines impact on the accessibility to jobs experienced by the low-income population in Fortaleza. The proposed ex-ante assessment method, assuming the egalitarianism social premise, uses a utility-based accessibility indicator, derived from the logsum concept, to help raise hypotheses related to the zones’ spatial distribution more or less benefited from the intervention, as well as the dispersion of the impact over the most vulnerable social group. It is concluded that the proposed actions are effective in raising accessibility levels in critical zones, although with limited effects if not coupled with land-use public policies.Downloads
